Rate Structure Update
The Board of Trustees adopted Ordinance 11-2024 on November 12, 2024, establishing a 5% water and wastewater rate adjustment for January 2025 as planned in alignment with the comprehensive utility rate study completed in 2022. Average residential water users will see a total monthly increase of approximately $4.61 in the winter and $13.45 in the summer. The rate change will take effect in January 2025, reflected on bills with payment due dates of February 25, 2025.

Residential Water Fees - Single Residential Unit
Base Rate - a charge per month based on the size of the water tap:
0.75 Inch: $54.81 (most common)
Volume Usage Rate – the charge per 1,000 gallons of usage:
Tier 1 (0-3,000 gallons): $0.00
Tier 2 (3,001-7,000 gallons): $12.90
Tier 3 (7,001-20,000 gallons): $16.76
Tier 4 (more than 20,000 gallons): $23.86
Residential Water Fees - Multiple Residential Units
Base Rate - $34.13 per unit served
Volume Usage Rate – the charge per 1,000 gallons of average usage per unit served:
Tier 1 (0-3,000 gallons): $0.00
Tier 2 (3,001-5,000 gallons): $7.80
Tier 3 (5,001-14,000 gallons): $10.15
Tier 4 (more than 14,000 gallons): $14.46
Multi-unit tap volume charges are calculated as an average of monthly usage for all units served by the tap.
Residential Wastewater Fees
For all wastewater taps serving residential units:
Base Rate, charge per month: $15.38
Volume Rate - charge per 1,000 gallons of average monthly water usage for a user between January 1 and March 31: $8.84
Residential Stormwater Fees
The Town currently has a monthly charge of $5 for residential customers.
There is an additional charge that the Town collects for the Boxelder Stormwater Authority. For residential, it is $6.33.

Base Rate - a charge per month based on the size of the water tap:
0.75 Inch: $26.53
1 Inch: $38.88
1.5 Inch: $67.89
2 Inch: $104.71
More than 2 Inch: Calculated Base Rate for water taps that exceed 2 inches in size shall be calculated based on the proposed use and capacity.
Volume Usage Rate – the charge per 1,000 gallons of usage:
Tier 1 (0-25,000 gallons): $12.93
Tier 2 (25,001-120,000 gallons): $16.14
Tier 3 (more than 120,00 gallons): $19.37
Commercial Wastewater Fees
Base Rate, charge per month: $15.38
Volume Rate - charge per 1,000 gallons of actual monthly water usage reduced by 15% to account for irrigation uses and other water use not returned as wastewater: $8.84
Commercial Stormwater Fees
The Town currently has a monthly charge of $9.25 for commercial customers.
There is an additional charge that the Town collects for the Boxelder Stormwater Authority. For commercial, it varies based on impervious surfaces. For further information, please contact Municipal Utilities.

All water customers in Wellington have meters. Your monthly bill includes a service line fee (base rate) and a volume usage charge for the water that passes through your water meter.
Watering Guidelines
The following watering guidelines were adopted by the Wellington Board of Trustees in spring 2025:
- Between May and October, limit outdoor watering to between the hours of 7 p.m. and 8 a.m.
- Odd street numbers water on Tuesday and Saturday.
- Even street numbers water on Wednesday and Sunday.
- Keep runoff from irrigation to a minimum.
- Eliminate irrigation overspray onto non-vegetated areas.
- No washing of outside paved or concrete areas.
Exceptions to the guidelines include:
- Watering of gardens and plants, including vegetable gardens and containers.
- watering of new grass seed, sod and landscape vegetation if the landowner/occupant establishes vegetation is not more than 30 days from planting.
Your cost for the water that you send down the drain to the Waste Water Treatment Plant is calculated annually, usually based on the average amount of water consumed as reflected on your January, February, and March utility bills. These 3 winter months were chosen so customers would not be charged for treated water used outdoors. From time to time we do a 4 month average which would include your December utility bill. If you water your lawn in the winter, the water used is included in your average. For new and transferring customers, the sewer charge is set at the town average of $35.36.
Town of Wellington Authority
The stormwater (drainage) fees for 2025 are $5.00 for residential customers and $9.25 for commercial customers.
Boxelder Bason Regional Stormwater Authority
There is an additional charge that the Town collects for the stormwater authority. For residential, it is $6.33 and for commercial, it varies based on impervious surface. For further information, please contact Town Hall.
